Invitation for Tenders
Railton Administration Building Project
The Sustaining Theatre and Dance (STAND) Foundation invites suitably qualified and experienced consulting engineering firms to submit tenders for the provision of professional engineering services for the design and construction of a new Administration Building in Railton, Swellendam.
This project aims to establish a dedicated administrative facility to support the Foundation’s operations and programme delivery. The successful bidder will be appointed to provide full professional services across all stages of the project lifecycle. This project is funded by the National Department of Sports, Arts and Culture, supported by the Western Cape Department of Cultural Affairs and Sport, and implemented by the STAND Foundation.
The appointed consulting engineer will be required to deliver services in accordance with Engineering Council of South Africa (ECSA) stages 1–6, including:
- Electrical and civil engineering design (including stormwater and roads)
- Structural and foundation design
- Preparation of technical documentation and bills of quantities
- Tender documentation and procurement support
- Construction supervision, contract administration, and quality control
Services will cover the following phases:
- Inception
- Concept and Viability
- Design Development
- Documentation and Procurement
- Construction Monitoring
- Close-Out
- Registration with the relevant professional bodies (including CESA/ECSA)
- Valid Professional Indemnity Insurance
- Registration on the Central Supplier Database (CSD)
- Valid tax compliance status
- Proven experience in similar projects
Tenders will be evaluated in three stages:
- Administrative compliance
- Functionality (minimum threshold required)
- Price, B-BBEE status, and locality (80/20 preference point system)
